Shahzad earned his Bachelor’s in Computer System Engineering from Ghulam Ishaq Khan Institute (GIKI) and began his career at the National Database and Registration Authority (NADRA) as a System and Database Administrator. NADRA is responsible for issuing computerized National Identity Cards (CNIC) to Pakistani citizens, maintaining a centralized and secure national database, and providing solutions for identification, e-governance, and secure documentation. The organization also manages the Civil Registration Management System (CRMS), which records vital events such as births, marriages, and deaths to ensure accurate and up-to-date civil records.

Shahzad included roles as Team Lead for the Election Commission's initiatives and Project Manager for the Succession Certificate Digitization Project.

With a foundation built on real-world experience, Shahzad is now at the forefront of biometric security—a vital component in modern cybersecurity strategies.

Biometric Security in Cybersecurity

Biometric security is now at the core of cybersecurity, offering an innovative solution to the urgent challenge of identity verification. Unlike passwords you can forget or tokens you can lose, biometric authentication uses unique biological characteristics—such as fingerprints, facial recognition, and iris—to verify an individual’s identity. This type of security is more reliable and more challenging to crack, making it ideal for sensitive sectors.

Muhammad Usman Shahzad is one of the foremost experts in this field. His career has been dedicated to deploying and enhancing biometric systems that safeguard identities, reduce fraud, and protect sensitive information. Transforming Government & National Security

Shahzad's impact on national security alongside government initiatives was indisputable. He developed a biometric pension verification system in Pakistan that eliminated pension fraud by living and deceased individuals, thus saving billions of national tax funds.

Through his leadership, he supervised the development of nationwide SIM card biometric verification, which authenticated 110 million users and stopped criminals and terrorists from using fake SIM cards.

Shahzad played a key role in securing Pakistan’s elections as Team Lead for the Election Commission’s digital voter list project. His implementation of biometric voter verification in the 2018 and 2024 elections reduced voter impersonation and fraud.

Senator Hidayatullah Khan praised Shahzad for reducing fraud in government programs, particularly for his transformative work in the Benazir Income Support Program (BISP), where biometric authentication ensures aid reaches only legitimate beneficiaries. PKR 400 billion (approximately $1.5 billion) was securely distributed thanks to Shahzad’s innovations.

Biometrics in Financial Security & Compliance

The financial sector and government services have experienced significant changes from biometric verification methods. Through collaboration with the Federal Board of Revenue in Pakistan, Shahzad developed a digital tax collection platform that used data to increase revenue compliance and discover non-committed tax-paying individuals and organizations.

Financial institutions can boost transaction security through biometric systems, stopping fraudulent activity while defending customer's accounts. As digital banking continues to expand, biometric authentication is required to create a superior security feature that protects users while improving their experience and building trust.

Shahzad's accomplishments have received widespread recognition. Peshawar's Mayor Zubair Ali praised Shahzad's work, particularly his contributions to the Sehat Sahulat Program, where he developed a biometric system to ensure the proper distribution of healthcare benefits to eligible individuals. Through its implementation, 180,000 ineligible claims have been prevented from processing, saving millions in misallocated funds. In the fiscal year 2021-22 alone, it helped safeguard PKR 18.19 billion ($63.3 million) in healthcare benefits, ensuring proper distribution according to eligibility guidelines.

In 2012, Mr. Shahzad was among the key contributors to the development of the Voter SMS (8300) project for the Election Commission of Pakistan (ECP). The project's impact was internationally recognized when the ECP received the “Accessibility Award” from the International Centre for Parliamentary Studies (ICPS) at the International Electoral Awards in Malaysia.
