Shahzad earned his Bachelor’s in Computer System Engineering from Ghulam Ishaq Khan Institute (GIKI) and began his career at the National Database and Registration Authority (NADRA) as a System and Database Administrator. NADRA is responsible for issuing computerized National Identity Cards (CNIC) to Pakistani citizens, maintaining a centralized and secure national database, and providing solutions for identification, e-governance, and secure documentation. The organization also manages the Civil Registration Management System (CRMS), which records vital events such as births, marriages, and deaths to ensure accurate and up-to-date civil records.
Shahzad included roles as Team Lead for the Election Commission's initiatives and Project Manager for the Succession Certificate Digitization Project.

In the fiscal year 2021-22 alone, it helped safeguard PKR 18.19 billion ($63.3 million) in healthcare benefits, ensuring proper distribution according to eligibility guidelines.
