In conversation with Jeanne A. Travis, President of IsI.
Why was the company set up? How did you select the vertical and decide to be a part of the global  platform?
Back in 2010, Paul J. Cella, the CEO of IsI, identified a need for specialized subject matter expertise in the field of Industrial Security. With his years of experience and vision for the ever-changing needs of companies working with the Federal Government, Paul founded IsI in his basement. We completely dedicated ourselves to growing IsI to manage all the security needs of our Clients while providing confidence that they will be in full compliance and at a reasonable cost basis. From its humble beginnings, IsI has grown as one of the few companies in existence to be approved by the Federal Government to support all cleared defense contractors across the globe.
It’s been a decade since IsI was established. What kind of mixed responses have you received from your clients over the years?
A big need in this Industry is knowledge and experience across the Government Agencies. Every Company wants to ‘promote internally’ or grow candidates in-house. Occasionally though, you will need a seasoned product knowledge veteran on your team. We have recently been on-boarding Subject Matter Experts (SME’s) in the field who contain years of experience and vast knowledge of complex solutions to daily operating inefficiencies all the way up to large vulnerabilities. These individuals often times come with a higher price tag but are occasionally well warranted.
Over these past years, what are the grounds on which your company has expanded, including its offerings?
Our Managed Security Services has been the primary service IsI provides, followed by Secure Web Fingerprint Transmission (SWFT) Fingerprinting Services. IsI provides more than 60% of all digital fingerprints being submitted to OPM. Our services have resulted in a 99% success rate to the Department of Defense (DoD) and the FBI.
More recently, the Company has teamed with a software development firm to build a security information management system that maintains our client’s compliance with the NISPOM, called Security Control (Sec-Con). It was built around supporting Multiple Facility Organization’s (MFOs) with Security Service Centers.
What do you feel are the reasons behind your product popularity and your consistent growth as an organization?
The need in the Industry! Often, for the smaller Government contractors, they do not have a budget in place for a dedicated, knowledgeable, Facility Security Officer (FSO) and need to outsource. We offer a product that offers this for a fraction of the cost. We constantly strive to improve and train on the latest trends, guidelines, and procedures. This keeps us ahead of the market, and ‘in the know’ with the Federal Government.
Do you have any new products ready to be/getting ready to be rolled out into the market?
Our new software, Security Control (Sec-Con) is debuting on the marketplace for general sale soon. Sec-Con ensures consolidation of all personnel security records and actions into a single database that encompasses Military, Government, and Contractor needs. Sec-Con allows the DoD and Intelligence Community (IC) contractors to manage their security program while remaining in compliance with DoD regulation. IsI’s unique software is meant to keep any company compliant with the NISPOM and IC requirements. The Company is very eager and excited to start the sales of this benefit!
How do you and your company contribute to the global IT platform and society at large?
As mentioned previously, Security Control is state-of-the-art managed security service software that allows all the Defense and IC Contractors to manage their security program. The most beneficial feature of Sec-Con software includes an Employee, FSO, and Executive Management portal that allows for full security compliance program, data, and files in real time. As opposed to multiple databases such as JPAS, Scattered Castles, e-QIP, e-FCL, ISFD, ACCS, NISS, DISS and JVS, SEC-CON operates on a single platform. If the Government decided to move to this highly secure, single platform, this could reduce the cost of the Federal Government’s security program by up to $400 million per year. The company’s Managed Security Services have been recognized by the Defense Security Service (DSS) headquarter division for providing superior FSO services. From the Department of Defense (DoD) standpoint, the level of National Security risk has been significantly reduced with IsI helping ensure full compliance. IsI’s software further uses multiple encryption keys to compartmentalize data ensuring that there can never be a full data breach.
Are there any trigger factors/events/individuals that have played key roles in shaping your organization’s roadmap?
Continuous market research, regulation analysis, colleague collaboration, and Government trend tracking is all accomplished by the IsI Executive Management Team. It is this synergy that addresses opportunities and vulnerabilities in the Industry, as well as within the Company.
What is a typical day in your office like?
IsI prides itself on its laid-back atmosphere. Generally speaking, we offer a casual environment where we promote our Open Door policy. Employees are encouraged to speak freely to their superiors regarding conflicts or concerns in the workplace. It is this ambiance that allows the Employee to make their own judgments/decisions and not feel pressured or be rushed into making mistakes. This has proven successful thus far.
Where do you see you and your company a couple of years from now?
The Company is ever striving to do better than the year previous. We will continue to train and master the Industry and grow our clientele. Not just for the internal benefit of the company, but also to our client’s the professional services we offer!

Paul J. Cella, Chief Executive Officer
Paul J. Cella has almost 20 years of experience with the highest levels of security operations beginning his career in intelligence with the United States Marine Corps. Paul’s firsthand knowledge in federal guidelines, defense contracting, finance, NISPOM, DCIDs, ICDs, FOCI, ITAR, DCAA, and FAR compliance is unmatched and has been integral to IsI’s success. He sets the strategic direction, architecture, and governance of the corporation’s security readiness to drive innovation, stimulate growth, enable change and create a competitive advantage to provide exceptional customer service.
Jeanne A. Travis, President
Jeanne was appointed President of IsI in January 2012 after serving as the firm’s Chief Technology Officer. Jeanne provides leadership, vision, and expertise in the areas of corporate strategy, client relations, and technology integration. Jeanne is a skilled technical leader with almost 2 decades of consulting, litigation and contract support, and IT project management experience. Jeanne is responsible for all aspects of implementing the organization’s vision, mission, and overall direction. She oversees the complete operation and success of IsI.
